Best way to tone the lower stomach?

Okay, so I had two children. I can not get rid of love handles to the back of my belly. I'm doing lots of sit-ups in both the ground and with the ball. Nothing is working! Is there a secret trick to get rid of this flab or am stuck with it forever? I can see the cracks are working the upper abs … (because in fact I can see!) But doing nothing for my bottom!
